The Goal: Develop a strategy and the skills we need to complete the WBD linework and attributes for California’s submission to the National Watershed Boundary Dataset.
The California WBD linework will form the basis of any future versions of the CalWater dataset. The Watershed Delineation workshops held throughout the state over the last three years have resulted in “Draft Concept Lines” that need further review and correction to make them accurate at the 1:24K scale and FGDC compliant. At the Workshop, we will develop a Statewide Strategy and Work Plan to complete the WBD in California, and begin reviewing these concept lines while we learn the procedures needed to finish the WBD for California.

Monday 1-5p.m. EVALUATION of CALWATER & WBD DATA: Review CalWater 2.2 dataset and draft concept lines in reference to WBD FGDC Guidelines. We will look at completeness, quality of linework, 1:24K quality requirement, choice of pour points, and some classic watersheds and problem area Sub-Basins.
Tuesday 8-noon STRATEGY and WORK PLAN DEVELOPMENT: Develop a Strategy and Work Plan for 3 SCENARIOS of funding (none, partial, full). Give immediate attention to completing an 8-digit Sub-Basin map for the state, with full attribution for submission to WBD Team. Develop the costs, timeframe, and who will do the work with relation to each of those scenarios.
Tuesday 1-5p.m. DEVELOP MANAGER PRESENTATION: Develop PowerPoint? Presentation of Strategy and three Scenario Work Plan (incorporate summary with graphics into PowerPoint? slides) for managers. Identify and include specific problems with existing data (Federal 250 HUC and CalWater 2.2) that new WBD will fix.
Wednesday 8-noon (setup from 8-10 a.m.) BRIEF INVITED MANAGERS 10:00 a.m.: Meeting starts at 10:00 We will invite "key managers" from State and Federal agencies to a presentation from the National WBD Team and members of the CalWater Committee. The presentation will provide an update on the Status of CalWater 2.2, the WBD effort, problems with existing datasets and what is needed to complete the WBD for California.
Wednesday 1-5p.m. WBD TRAINING WORKSHOP This will be a “working workshop” where participants will be trained while working on real data. Focus will be on providing CalWater Committee Members and Regional Representatives and other watershed, hydrology, and GIS folks from all agencies, the information and skills we need to review, flag and clean draft concept linework. Areas will include "Classic Watershed" Sub-Basins, as well as problem areas, where the Draft Concept Lines were done by Titan Corp. Group demonstrations will show how it is done, the use of the FGDC guidelines and appropriate "judgment" calls.
Thursday 8-Mid afternoon: WBD TRAINING WORKSHOP CONTINUED: Continue Group Demonstrations, and break out into small groups to work on sub-basin reviews of a few classic watersheds, and problem areas like the Central Valley or Modoc Plateau, coastal areas, etc... identified in the Strategy and Work Plan.
Friday 8-12 1-5: – National WBD team will be in Reno. OPTIONAL CONTINUED WBD SUB-BASIN REVIEW: The Training Room will be available to continue if folks wish to continue, and possibly complete, the Review of 4th Level 8 Digit Sub-Basins.
